🤝 “TRIPLE HELIX” COLLABORATION – A FOUNDATION FOR NATIONAL COMPETITIVENESS

To achieve sustainable double-digit growth, Vietnam needs to shift from a raw resource–based model to a knowledge economy, where science, technology, and innovation form the core foundations of competitiveness.
On January 28, 2026, the Conference “Enhancing the Competitiveness of Vietnamese Enterprises in the New Era,” hosted by VNU-HCM (Đại học Quốc gia TP.HCM) in collaboration with central government agencies and the Ho Chi Minh City People’s Committee, conveyed a shared message: innovation can only create breakthroughs through substantive collaboration, involving three actors – Government, Academia, and Business. In this framework, the Government enables and opens policy pathways; universities generate application-oriented knowledge; and enterprises implement and commercialize solutions.
At the conference, Mr. Phan Thanh Loc, Chairman of the Board of VNF, proposed that agricultural by-products should be recognized as a strategic resource and efficiently harnessed through science and technology. Drawing from more than 10 years of applying science and technology under a circular economy model, VNF believes that realizing this potential requires close coordination among the three actors to accelerate the formation of the by-product industry and the bioactive ingredients industry, thereby creating new competitive strength for the country.
If by-products continue to be overlooked, each passing day represents not only a loss of economic value, but also a gradual loss of control over domestic value chains.
On the same day, the launch of the VNU-HCM Innovation Hub and the signing of a strategic cooperation agreement between VNF and VNU-HCM took place, demonstrating a commitment to advancing Triple Helix collaboration as a new, knowledge-based growth pathway toward a green, sustainable, and globally competitive economy.
